NPC budgets N182m for oath of secrecy on census officials

                                                                   The National Population Commission has proposed to spend N87,389,215,996 on recruitment and training of personnel for the census scheduled to hold next year.

The commission will also administer oath of secrecy on the workers at the cost of N182m.

The budget for the exercise is said to be one of the reasons the National Assembly had delayed passage of the 2022 Appropriation Bill.

According to the documents presented by the NPC to the National Assembly, which contains the main 2022 and the supplementary budgets, a copy of which our correspondent obtained, field work for the main census will cost N167,601,840,000.

The NPC also proposed N68,390,400,000 for ‘acquisition of GPS enabled direct data capture devices (PDAs), chargers, power banks and tablet pouches for data collectors for the main census.’ The commission has now demanded an additional N45,225,600,000 for the same purpose, totalling N113,616,000,000.

A total sum of N10,175,000,000 has been budgeted for field materials including census bags, reflective jackets, first aid boxes, identity cards and face caps for data collectors for the main census.

Procurement of logistics, including Toyota Hilux (double cabin), motorcycles, outboard engine boats, among others, for the main census and post-census enumeration is to cost N13,406,979,631.29, while census management that includes insurance of field functionaries, security and emergencies for all LGAs has been allocated N3,725,850,000.

A further breakdown of the budget showed that the NPC will procure 800,000 units of tablets at N125,000 each; 800,000 tablet pouches at N7,000 each; 800,000 power banks at N7,000 each; and 800,000 units of memory cards at N3,000 each.

Also, the commission is to acquire 1,500,000 reflective jackets, census bags, identity cards and accessories at N1,300, N4,000, and N150, respectively.

It will also provide 200,000 first aid boxes at N10,000 each.

A member of the Senate Committee on Appropriation, Smart Adeyemi, had on Wednesday warned the Federal Government against conducting a national census in 2022 when no part of the country is safe for it to be effectively conducted.
