Aiyedatiwa Unveils New Electricity Regulation to End Monopoly, Boost Competition in Ondo State
In a strategic move to transform Ondo State's electricity distribution sector, Governor Lucky Orimisan Aiyedatiwa has unveiled a forward-looking regulatory framework—Open Access Electricity Distribution and Competitive Retail Regulation 2025—aimed at dismantling monopoly, promoting consumer choice, and stimulating private sector participation.
A Press Release issued by the spokesperson, Ministry of Energy and Mineral Resources, Debbie Funmilayo said Governor Ayedatiwa made this known through the Commissioner for Energy and Mineral Resources, Engr. (Dr.) Johnson Alabi, during a stakeholder consultation forum held in Akure. The event was organized by the Ondo State Electricity Regulatory Bureau (OSERB).
Highlighting the need for reform, Governor Aiyedatiwa stated that the state had long suffered from underinvestment in distribution infrastructure and limited access to prepaid meters. “This regulation is a strategic response to dismantle bottlenecks, allow multiple service providers, and bring affordable, reliable electricity to all,” he said.
Key Features of the Proposed Regulation:

An open access model that licenses multiple distributors to operate simultaneously.

Support for embedded generators and Independent Power Plants (IPPs) to supply power directly to bulk and retail consumers.

Consumer freedom to choose electricity providers, encouraging competition and potentially reducing tariffs.

Special attention to equitable power access for underserved and rural communities.
Governor Aiyedatiwa commended OSERB for its professionalism and reaffirmed the state government’s full support for policies that promote meter accessibility, regulatory independence, and expedited energy project approvals.
Speaking at the event, OSERB State Coordinator, Engr. Stephen Bolawole, described the forum as a transparent and inclusive step to ensure the regulation aligns with the state’s specific needs and challenges. According to him, the consultation aims to:

Build consensus and shared responsibility for the reform agenda.
The guest speaker, Dr. Imamudeen Talba, a legal and regulatory consultant, delivered an in-depth analysis of the proposed framework’s legal, technical, and economic implications. He acknowledged the potential challenges but emphasized the long-term benefits such as improved network reliability and economic growth.
“This regulation must be dynamic—able to evolve with technological advancements and market realities,” Dr. Talba noted.
